Yes, you can run the VFD and do programming before connect the motor, also you can power it without a load connected, no problem.

Perfect 2hp line reactor

I just bought a VFD from ATO.com and read the description on the page that this 2hp line reactor can be used for VFD. Now I will buy the line reactor again to see if it can be used as described on the page.
